Rules On Bridal Shower

Hi, Im throwing a bridal shower for my sister.
She lives in Ft. Lauderdale and is getting married in gainsville. We all live In Palm harbor, Florida. This is were she used to live. Her shower is in Gainsville.
Does all the people that are invited to the shower have to be invited to the Wedding. She is having a small wedding.
