How To Make A Handkerchief/ Diamond Cut Veil?

I was wondering if anyone new how to make, had plans or instructoins on how to make a handkerchief/ diamond cut veil
Basically from what I can see it is a square that is then folded diagonally into a triangle and partly gathered int he niddle of the long side of the triangle to attache the comba nd then has crystals etc attaches to the 4 corners to add weight so it sits right. I am after makinga waist/ hip length veil. This is the sort of thing I am talkng about:
