HELP Sweet Sixteen

Hi, im planning my sweet sixteen , and it will be in feb. I really need suggestions with themes and such, i want to make it a formal party hopefully at a hotel, but it will be no more then about 20 people, any ideas? ive never planned a party by myself before, do you think $1000 should cover the cost of everything? any suggestions?
