Substitutions For Pricey Appetizers???

I plan on having a cocktail hour but h`ordouerves are sooo expensive. It is an outdoor, spanish-style setting. Would tortilla chips a dips be tacky? Any other ideas??? Please help!

I think that would be fine. You could make it more interesting by serving lots of different salsas.
