What about hosting a potluck at your home (or someone else`s home). Ask everyone to bring a covered dish or a dessert. It won`t be expensive at all!!

What about hosting a "Tea` at your home? You could provide iced tea, lemonade and perhaps a champagne punch (use inexpensive champagne;0) and serve a quiche (pre-made from Costco), green salad and maybe iced sugar cookies...cheap but festive and nice. I would raid your relatives linen closets for a conglomeration of pretty tablecloths, napkins, china and vases for a whimsical touch!
